A resolution to strike down Delegate-imposed barriers to free entry in a region.

Description: The Security Council:

Recognizes that Panem was a region dedicated to providing cultural and political opportunities for its members since its founding in late 2012,

Notes that Panem remained neutral in the sphere of interregional conflict, and maintained an active community before its destruction,

Appalled that The Black Riders - a region condemned by this council - eventually invaded the region and locked it down, preventing further entry,

Cognizant of this Council's dedication "to the dissemination of inter-regional peace and goodwill",

Hopes that natives who were expelled by the invaders may take back their homeland and rebuild it to its former glory,

Hereby Liberates Panem.

Greetings, most esteemed WA Delegate,

I am most kindly desiring that you approve of my latest Security Council proposal, titled "Liberate "Panem"". The region in question was one in which I began my NationStates experience, and was my home for the upper half of 2013. Said region, Panem, was invaded prior to my unfortunate ceasing to exist during mid-2013. The Black Riders (and most likely The Greater German Reich after said invasion by TBR) - invaded Panem, vandalized the world factbook entry and suppressed numerous native posts on the regional message board. Eventually they placed in a secret password, which prevented any nation from entering.

I have no knowledge of the events the author purports. The region is passworded, and in the regional happenings a black rider was refused admittance for not having the password.

Without further proof I am inclined to vote against.

Not sure about the nine remaining nations, but it's come to light on the Security Council forum that the region wasn't password-protected by The Black Riders but rather by the nation Signs, which appears to be native. It looks like it was passworded in reaction to tag raiding.

As a result, I've withdrawn my approval and will automatically be voting against if it makes it to vote, as the resolution's claims are plain incorrect. If the author submits another resolution with correct facts we can separately consider it, though if Signs is a native -- and there's no indication he isn't -- I don't see any reason to remove a native-imposed password because another native who let his nation cease to exist wants it gone. Internal matter.

Edit: The author is going to withdraw this proposal.
