Keeper Responsibilities

So. I've held the position of Keeper for about 6 months. I'd like to explain a few of the responsibilities of the office, and also let you know about how I've handled things so far.

Applications:
Your first job as Keeper is to act as a gatekeeper for the Deshret. Deshret membership as of right now falls on the Keeper to decide. That decision can be for any reason, but it can be overridden by the Deshret as a whole. You *MUST* act on applications. If you stop accepting/declining them for weeks at a time the entire Deshret will grind to a halt, and new members will move on. The application thread is here: https://osiris.valthost.com/viewtopic.php?&t=9771849/5/

One caveat to that. During any election, Deshret membership is frozen. This is to ensure no voter flooding happens.

Maintaining the Rolls:
You also must maintain the activity checks. Right now one must vote at least once every three votes/elections. So after every vote you have to do a running tally to see if anyone has failed to maintain their membership.

An easy way to see who has missed what is with the Google Doc Spreadsheet created by Keeper Vaculatestar (which he will pass this on to future Keepers). Hopefully Keepers will continue to pass this on as this is a VERY easy way to keep up the Deshret Activity Requirements. Spreadsheet

Send Councilors a PM when they have missed two consecutively informing them of this and a link to any ongoing Deshret Votes. Do this unless they are on LOA.

Legislation:
You must create vote threads when any legislation, amendment, or motion has a motion to vote and two seconds. You may, when two votes are already up, delay a vote up to seven days. This is to ensure someone doesn't miss a week and end up out of the Deshret. Votes last for five days unless otherwise indicated by the law. No vote can be created unless 3 days have passed since it was first posted for discussion. You must then tally the votes and announce the result.

It is your responsibility, by law, to post anything that has passed the Deshret to the Pharaoh's Throne Room here: http://w11.zetaboards.com/OFO/forum/3934810/ . The Pharaoh may then sign it or veto it. Failure to sign after seven days allows it to pass into law as though it were signed.

The Archives:
You must, by law, maintain the legal archive. It is organized thusly:

Current text of laws go into the Statutory Law Index,
Current text of treaties go into the Treaty Law Index,
All laws passed go into the Legislative History Index, with their status (Enacted, Amended, or Repealed) in the topic description, and if amended the original text of the law is in a second post with the current text and its legislative history in the OP,
Legislative Archive is where votes are moved from the People's Palace when they conclude,
Library Archive is a catch all for old threads not being used anymore.

Pharaoh Election:
You must administer any challenges to the Pharaoh. That means you must create a nomination thread when a challenge is issued, judge if a challenge is valid(check your dates), and finally administrate the election. You may not run in the election as long as you are Keeper(though one assumes you could resign to run). You also may not vote in the election except in the case of a tie(and only if that tie is during a runoff). I have taken to issuing a challenge as soon as it is available in order to have regularly scheduled elections. This is a personal choice.

Procedure:
The Keeper is empowered to create any procedure as required where the Procedure of the Deshret has not already done so. As Keeper, so far that has merely involved myself standardizing the vote threads and how they're presented, among other things. You can use my previous posts in nominations, laws, amendments, and what have you as a guideline going forward.

Appointing a Deputy:
You may appoint a deputy(stylized as the "Curator of the Deshret") to assist you in any or all of these jobs.

Conclusion:
Finally good luck. This is not an easy job and you'll find a significant portion of your time devoted to it. I hope you're ready, and I would appreciate it if you edit this for future keepers when procedures change.

Thanks Treize, this will be most helpful to whoever becomes Keeper, considering we ever actually choose one. :P

Since I'm new here...can you tell me who is allowed to vote where, for what and so forth? I always fear to post in the wrong areas. You have quite a tough job and your future successor has to live up to what you've made of the position.

Only members of the Deshret are allowed to debate and vote in the Deshret but any citizen of Osiris may apply for Deshret membership here. It's good to see another citizen taking interest here, hope to see ya in the Deshret. :D

Updated with some things that I have done to make things easier and to remind Councilors when they have missed two votes in a row.

I used Ctrl "f", typing "vote", to try and hone in on your edit. It turns out the word "vote" is a principal feature of the Deshret. :P

Could you quote out your update? As I'd rather not read the whole piece again.
