St Oz and Funkadelia

This is a notice from the administrative team that in a unanimous decision of administrators present, all but one administrator, the administrative team has decided to impose the following bans:

St Oz - former Delegate of Taijitu
Funkadelia - Delegate of Lazarus, Speaker of Taijitu

Yesterday afternoon, St Oz appeared in #osi to spam the channel with an insult directed at the entire channel, then departed. Later that evening, both he and Funkadelia took to the Osiris RMB via our in-game embassy with Taijitu, now scheduled for demolition, to spam and troll with the same juvenile insult. Finally, this afternoon St Oz once again appeared in #osi using an obscene nick and repeatedly spam-pinging everyone present in the channel.

Given this behavior, the administrative team views St Oz and Funkadelia as significant enough risks to forum security to ban them from use of the forum. Both have been IP banned, and an indefinite ban has been imposed upon Funkadelia's forum account as well. St Oz has no registered forum account.

We regret that this step was made necessary by juvenile behavior on the part of those who hold office in and represent other regions in NationStates.

Spamming is a moderation/administration issue, not a legal issue. PNG wouldn't be appropriate here.

Whether to use PNG declarations or not is up to the political institutions of the region, but given the forum security risks the bans will remain imposed with or without PNG declarations.

It's my personal view that PNG declarations would be superfluous.

I doubt they're meant to be representative, though they did spam the RMB from Taijitu with their Taijitu nations. But I primarily noted their roles in those regions to identify who they are for those who might be unaware. Whether their actions should be seen as representative of their regional positions is really more the purview of our governmental institutions, rather than the admin team.
