Discussion: Deshret Entrance

So Cormac suggest in the motion to vote on Quad's entrance into the Deshret that he thinks we should vote on all people who apply to the Deshret. Anyone else have thoughts on this?
Personally I'm against it as it then makes it possible for a small group of people to potentially hold the Deshret hostage so to speak by simply denying applicants for no particular reason.

People can already do that, Vac. Any Councilor can motion for a full Deshret vote on any applicant.
If we don't allow the Deshret to vote, we have two options:
1. The Keeper can accept or reject applications. This puts entirely too much power into the hands of one person, and would enable the Keeper to block anyone he wants from Deshret membership, which is even worse than allowing a majority of Councilors to do so.
2. We can let anyone who applies, without any regard for their activity or the quality of their participation in this community, into the Deshret. At which point they will be able to vote for our Delegate, confirmations, treaties, all laws, amendments to the State Code, etc., etc. We would have absolutely no control over who is involved in regional decision making.
I don't personally like those options. I also don't think the current system of the Keeper accepting/rejecting and then the Deshret being able to motion for a full vote is working, since that is allowing people accepted by the Keeper but challenged by the Deshret to be members of the Deshret and essentially vote on their own acceptance/rejection.
I've edited my omnibus revision of the State Code to remove the Keeper's power to approve/reject Deshret applications, in favor of a full Deshret vote on each application.

We could simply change some wording around and make it say that the individual I.E. Quad is not allowed to vote on there own entrance.

Why? What's the point?
If Quad refrains from voting Aye or Nay, I see no problem.
Nay is a non-issue though, since no one would choose that.
If he voted Aye, then that just is likely to leave a distaste in others of his character.
Besides it's one lone vote and unlikely to make a difference, and if it does that already means the Deshret is split down the middle.

My preference would be a clarification of the current system where the Keeper approves but if there is a motion to vote then the approved member has suspended membership until the conclusion of the vote and can't participate in proceedings.
