As previously drafted, discussed, and motioned to vote here, and pursuant to Section 2 of the Procedure of the Deshret.
Endorsement Limit Amendment Act

Section 1: Amendments

1. Section 2.2 of the State Code of Osiris will be amended to read as follows:
2. The Pharaoh will hold the in-game World Assembly (WA) Delegacy, will have the power to set general and secondary endorsement limits for Osiris, and may use the in-game powers of the World Assembly in any way necessary to enforce all endorsement limits.
2. The following will be amended into the State Code of Osiris as Section 2.2(a)-(c).
a. The Pharaoh will have the power to eject and/or ban any nation from Osiris for the purpose of reducing their in-game influence. Any such ban of a citizen that lasts more than one update shall be subject to the approval of the Deshret.

b. No such ejection shall be considered grounds for immediately voiding a nation's citizenship, nor shall any such ejection void the rights of any citizen under this Code.

c. In the event of a citizen's ejection the citizen shall be afforded a period of thirty days to move a new nation into Osiris for purposes of maintaining citizenship.
3. Section 6.2(b) of the State Code of Osiris will be amended to read as follows:
(b) Citizens will have the right to be secure against ejection and/or ban from Osiris except as a temporary measure to enforce lawfully and publicly established endorsement limits or to reduce the influence of any nation that violates those endorsement limits. Citizens will have the right to be secure against ban from the Osiris Fraternal Order forum, though a citizen's access may be temporarily limited to the Pschent for the duration of criminal proceedings.
Valid votes are aye, nay, or abstain.

The voting period will close at 21:00 (9:00 P.M.) EST on the 2nd of April 2014.
