Deshret Reform Amendment Act

Section 1: Deshret Composition Amendments

1. Section 4.1 of the State Code of Osiris will be amended to read as follows:
1. The Deshret will be the legislative council of Osiris, open to all citizens of the Osiris Fraternal Order who are approved for membership by the Deshret.
2. Section 4.1(b) of the State Code of Osiris will be amended to read as follows:
(b) The Keeper will accept or reject applications for membership in the Deshret within seven days of their filing. Any Councilor may move for a full Deshret vote on any membership application accepted or rejected by the Keeper within seven days of acceptance or rejection of the application.
3. The following will be amended into the State Code of Osiris as Section 4.1(c):
(c) Applications for Deshret membership will be on hold and will not be accepted or rejected during any election, from the time submission of candidacies begins until final results are officially declared.
4. The following will be amended into the State Code of Osiris as Section 4.1(d):
(d) The Deshret will have the power to establish standards for maintaining membership in the Deshret by law.
5. Section 1.1 of the Procedure of the Deshret will be amended to read as follows:
1. The Deshret will be comprised of all citizens of Osiris who have applied for membership in the Deshret and who have been approved according to the procedure established by the State Code of Osiris.
6. Section 1.2 of the Procedure of the Deshret will be amended to read as follows:

Any Councilor of the Deshret who fails to maintain citizenship in the Osiris Fraternal Order according to a monthly review by the Pharaoh or designated executive official will be removed from the membership rolls of the Deshret but will be eligible for reapplication upon again attaining citizenship.
Section 2: Executive Activity Amendment

1. Section 2.3(a) of the State Code of Osiris will be amended to read as follows:
(a) The ministry of justice will be a mandatory executive ministry which must have a Scribe assigned to oversee it.

(a) The Pharaoh and the Vizier will only be eligible for non-voting, advisory membership in the Deshret and may not serve as Keeper of the Deshret. The Deshret may, through its procedural rules, empower the Vizier to temporarily preside over the Deshret in the event that the office of Keeper is vacant and to cast tie-breaking votes.

(b) The Keeper will accept or reject applications for membership in the Deshret within seven days of their filing. Any Councilor may move for a full Deshret vote on any membership application accepted or rejected by the Keeper within seven days of acceptance or rejection of the application. The Deshret will have the power to establish additional standards for membership in the Deshret by law.

(c) Applications for Deshret membership will be on hold and will not be accepted or rejected during any election, from the time submission of candidacies begins until final results are officially declared.

(d) The Deshret will have the power to establish standards for maintaining membership in the Deshret by law.


Procedure: Section 1.1-1.2

1. The Deshret will be comprised of all citizens of Osiris who have applied for membership in the Deshret and who have been approved according to the procedure established by the State Code of Osiris. maintained active involvement in a Priesthood of the Hedjet, as certified by the Vizier of Osiris.

2. Any Councilor of the Deshret who fails to maintain citizenship in the Osiris Fraternal Order according to a monthly review by the Pharaoh or designated executive official will be removed from the membership rolls of the Deshret but will be eligible for reapplication upon again attaining citizenship. activity in one or more Priesthoods of the Hedjet according to a monthly review by the Vizier will be removed from the membership rolls of the Deshret but will be eligible for reapplication upon again being certified for active involvement in a Priesthood of the Hedjet.

State Code: Section 2.3(a)

(a) The ministry of justice will be a mandatory executive ministry which must have a Scribe assigned to oversee it. The following are mandatory executive ministries which must have a Scribe assigned to oversee them: Integration, Foreign Affairs, Military Affairs, Culture, World Assembly Affairs, Security, and Justice.
For the past three months, it has been difficult -- to say the least -- to track activity in the executive for the purpose of Deshret membership. This amendment is designed to eliminate executive activity as the primary criterion for Deshret membership, shifting instead to basic citizenship as the primary criterion with membership approval by the Deshret.

Because mandatory ministries were implemented to ensure there were opportunities for citizens to be active for the purpose of attaining and maintaining Deshret membership, mandatory ministries are also stricken in these amendments in favor of allowing the Pharaoh to organize the Hedjet as they see fit. The only ministry retained as mandatory is Justice, due to its legally defined role in prosecution of crimes. The right of citizens to basic activity in the executive is still retained in Section 6.2(e).

I've also dealt with pausing acceptance into the Deshret during elections, which has been an issue several of us have been talking about dealing with for a while, but have yet to deal with.

Given the general inactivity lately and the fact that the Deshret's membership is now dropping considerably due to the activity requirements, I motion to vote.

Edit: This won't actually do anything about the membership decline but it will make readmission easier, and perhaps interest those who haven't been interested thus far. I should probably have taken my reasoning all the way to its conclusion. :P
