<hr/><hr/><span style="display:block;text-align:center"><big><strong>Current Text</strong></big></span><hr/><hr/><br/><br/><blockquote class="quote_blockquote"><dl><dt>Quote:</dt><dd> </dd></dl><div><big><strong>Fraternal Treaty of Thebes</strong></big><br/><br/><strong>Preamble</strong><br/><br/>We, the governments of the regions of Osiris and The New Inquisition (hereinafter referred to as TNI), do hereby enter into the following alliance in order to further solidify the relationship between our two regions.<br/><br/><strong>Article 1 - Non-Aggression Against Signatories</strong><br/>1. Neither region shall conduct military operations against the other.<br/><br/>2. Neither region shall directly or indirectly support military operations against the other.<br/><br/>3. Nothing in this article shall prevent either region from deploying in defense of another, allied, region.<br/><br/>4. In the event that defensive deployments as outlined in Article 1.3 would result in conflict between the two signatory regions that would normally violate Article 1.1 or 1.2, such a conflict does not violate either clause.<br/><br/><strong>Article 2 - Defense of Signatories Under Attack</strong><br/>1. Whenever either region has had a military action conducted against it, the other region shall, upon being made aware of that action, and to the extent practicable, provide defensive military assistance to the region under attack.<br/><br/>2. Should either region remain unaware of such a military action while the other is aware, there shall be a responsibility to notify the unaware signatory region on its forums, on its regional message board, and by any other means deemed appropriate.<br/><br/><strong>Article 3 - Other Military Support</strong><br/>In situations not covered elsewhere in this treaty, each region shall make a good faith effort to provide military support to the other region when requested by that other region, and where it is consistent with its own policies.<br/><br/><strong>Article 4 - Information Security</strong><br/>1. Neither region shall pass on any information that concerns military or security matters in any other signatory region to any region, organization, or individual who is not a member of a region that is a party to this treaty; nor shall they pass on any such information to any non-governmental member of either signatory region without the permission of the government from whom that information originated.<br/><br/>2. Each region shall endeavor to, in a timely manner, delineate specific penalties for individuals who, through action or inaction either intentionally violate Article 4.1 or intentionally cause it to be violated.<br/><br/>3. Each region shall ensure that the penalties delineated in response to Article 4.2 are sufficiently prohibitive, to serve as an appropriate deterrent against violation of Article 4.1.<br/><br/><strong>Article 5 - Intelligence Requests</strong><br/>1. Each region shall endeavor to provide information to the other signatory region when requested to do so by that other region.<br/><br/>2. Neither region shall request information, nor shall either region be obligated to grant a request, that is not within the power of that region to grant, nor where it is inconsistent with its own policies to do so or inconsistent with the terms of service of its offsite forum.<br/><br/><strong>Article 6 - Training Exercises</strong><br/>Both regions shall make a good faith effort to undertake military training exercises together, including but not limited to exercises in the warzones.<br/><br/><strong>Article 7 - Diplomatic Support</strong><br/>1. Both regions shall make a good faith effort to provide diplomatic support to the other signatory region if it is possible to do so while being consistent with their internal policies.<br/><br/>2. Both regions shall establish and attempt to maintain in-game embassies (on the NationStates site) with the other.<br/><br/><strong>Article 8 - Cultural Activities</strong><br/>Both regions shall make a good faith effort to engage in social and cultural activities with the other. This may include festivals, competitions, and university sharing events.<br/><br/><strong>Article 9 - Embassies and Ambassadors</strong><br/>1. Each region shall prepare a designated embassy for the other on its forums and shall provide a representative from its region who shall act as an ambassador. Each region shall endeavor to keep the other up-to-date on its regional affairs.<br/><br/>2. Ambassadors shall behave in a respectable manner towards the other signatory region. Ambassadors shall obey regional laws and follow any ambassadorial protocol that the other signatory region has already in place, as well as any reasonable additional requests.<br/><br/>3. Either region may, in good faith, request that the ambassador sent to it by the other signatory be replaced; while the the other region shall be obligated to grant such a request as long as it remains reasonable.<br/><br/><strong>Article 10 - Recognitions</strong><br/>1. Upon the signing of this Treaty, the region of TNI recognizes the current Osiris government and any regional institutions it establishes as legitimate.<br/><br/>2. Upon the signing of this Treaty, the region of Osiris recognizes the current TNI government and any regional institutions it establishes as legitimate.<br/><br/><strong>Article 11 - Termination of Diplomatic Relations</strong><br/>1. Either region may at any time terminate diplomatic relations with the other. Termination of diplomatic relations immediately nullifies this treaty and all agreements within.<br/><br/>2. Such announcements must be, at a minimum, made on the forums of the other signatory.<br/><br/>3. Termination of this treaty shall not be seen as an act of war or hostility.<br/><br/><strong>Article 12 - Addendum and Definitions</strong><br/>1. All concepts, requirements, commands, and articles contained in this treaty, while having the full weight of law, shall apply only in the context of the treaty itself.<br/><br/>2. This treaty is bilateral in nature, and shall, upon passage by both regions, apply to TNI and Osiris.<br/><br/>3. Where any clause specifies two regions, one region shall be Osiris, and the other TNI.<br/><br/>4. The following definitions shall apply for the purposes of this treaty:<br/>a. "Military action" as any attempt to change the WA Delegacy of a region other than by a legal process established by that region's government;<br/>b. "Military support" as the act of endorsing a nation that has been selected by the leader of the government of the supported region, whether in a signatory region or elsewhere, on any terms that may be set by said leader;<br/>c.
