Executive Organization Amendment Act
Section 1: Amendment
1. Section 2.3 of the State Code of Osiris will be amended to read as follows:
3. The Pharaoh will have the power to appoint or remove any citizen as a senior cabinet official, styled Scribes of the Hedjet. Appointment of Scribes must be approved by the Deshret. Junior cabinet officials may be appointed at the discretion of the relevant Scribe.

This is fairly straightforward. The current wording of Section 2.3 requires Deshret approval to both appoint
and remove Scribes, which personally wasn't my intention as primary drafter of the State Code. Whether it was the intention of the Deshret is something we can discuss while discussing this amendment. Meanwhile, this amendment also gives Scribes a bit more autonomy to run their departments by making appointment of junior cabinet officials an appointment by the relevant Scribe, rather than the Pharaoh.

I'd like something in there to allow the Pharaoh the final approval/denial of junior cabinet officials, as at the end of the day, they'll have access to my cabinet and the cabinet channel.

I'm going to suggest the solution to that is if a Scribe appoints a junior minister you don't want to have access to the Hedjet forum or the Hedjet channel, don't give it to them. It's your forum and channel as Pharaoh and head of government, at the end of the day; you decide who gets access to it. My personal style would be that junior ministers would have no access to either, but it would probably vary from Pharaoh to Pharaoh.
I do think it's important for Scribes to be government officials in their own right and to be able to manage their departments, though. We've been down the road of the all-powerful Pharaoh in Osiris already and it didn't go well. Even if you handle the power well, and I believe you would, the next Pharaoh may not. I think Scribes should be able to appoint their own junior ministers.

Plus, let's be honest, we're also giving you the power to fire these guys. If someone absolutely insists on a deputy you can't stand to have around, sack him... the Scribe is no use to you anyway if he's willing to do that.

I'm conflicted here. Scribes need the flexibility to run their departments. I think I have to agree with Cormac here. Deputies probably don't need to have access to the Cabinet channels and forums.
I also can't support firing a Scribe over their choice in Deputies. If the Scribe works well with someone and is going to get things done why is their deputy that big of an issue?

Because there Deputy works for the Scribe as well as the Pharaoh and there behavior is hence a reflection of the Pharaoh. Especially when they screw up.

I'm with Hile insofar as Scribes should have freedom to run their portfolios as they want, but that only the Pharaoh should be able to give any access to Cabinet. That should not come automatically with junior positions. Just no justification for it.

I guess there are really two questions we need to determine then:<br/><br/>1. Do we want the Pharaoh to be able to remove Scribes at will, or would we rather they be removed by the Deshret like all other officials?<br/><br/>2. Do we want Scribes to be able to appoint deputies, or do we want the Pharaoh to appoint them or only appointed with the Pharaoh's approval?<br/><br/>Once we have answers to these questions from a few Councilors I'll have a better idea of where to go with this.
