1. Section 2.2 of the State Code of Osiris will be amended to read as follows:
2. The following will be amended into the State Code of Osiris as Section 2.2(a)-(c).2. The Pharaoh will hold the in-game World Assembly (WA) Delegacy, will have the power to set general and secondary endorsement limits for Osiris, and may use the in-game powers of the World Assembly in any way necessary to enforce all endorsement limits.
3. Section 6.2(b) of the State Code of Osiris will be amended to read as follows:a. The Pharaoh will have the power to eject and/or ban any nation from Osiris for the purpose of reducing their in-game influence. Any such ban of a citizen that lasts more than one update shall be subject to the approval of the Deshret.
b. No such ejection shall be considered grounds for immediately voiding a nation's citizenship, nor shall any such ejection void the rights of any citizen under this Code.
c. In the event of a citizen's ejection the citizen shall be afforded a period of thirty days to move a new nation into Osiris for purposes of maintaining citizenship.
(b) Citizens will have the right to be secure against ejection and/or ban from Osiris except as a temporary measure to enforce lawfully and publicly established endorsement limits or to reduce the influence of any nation that violates those endorsement limits. Citizens will have the right to be secure against ban from the Osiris Fraternal Order forum, though a citizen's access may be temporarily limited to the Pschent for the duration of criminal proceedings.

I asked for a draft on the endorsement level nearly a month ago, and after being told by Cormac that he didn't mean for the Deshret to be able to have authority on the dismissal of cabinet members, I'd like an amendment to actually change that.

We can certainly change that, though if there's any contention at all on these sorts of things I'd like to keep the topics of the amendments somewhat similar. This isn't formatted like all of the other legislation we've passed thus far, including constitutional amendments we've already passed, and it unnecessarily renumbers clauses -- which is something we should avoid doing -- when this could be inserted into an existing clause or added as a new lettered subsection.
I don't mean to sound anal retentive with this, but our laws need to be consistent in their formatting. As far as the content goes, I'm fine with it as long as it's in the correct format and doesn't unnecessarily renumber the clauses.

To be honest, this concerns me a little. I mean, someone who has been temporarily banned form Osiris for having too much influence is somewhat unlikely to return, even after the ban has been lifted. This is especially true of less active nations.

This is patently untrue. In fact it's demonstrably untrue. Sorry, I was basically just kvetching about the formatting, which probably isn't a huge issue but my personal preference is to maintain consistency in our legal formatting. I think I must have forgotten to eat my Wheaties that day because I appear to have been in a bad mood.
Anyway, here is your exact legislation, but reformatted:
Regarding the actual content, I have a few issues.
The reason only one general endorsement limit was established was to avoid the Pharaoh creating endorsement limits specific to individuals -- i.e., the general endorsement limit is 25, but Cormac's endorsement limit is 5, etc. My concern is that the amended language does allow for specific, individualized endorsement limits and we shouldn't let that be possible. Sure, the Pharaoh should be able to limit the endorsements of nations not endorsing him further than nations endorsing him, but we don't want him imposing a specified limit on an individual.
I'm not entirely sure what language to use that would avoid this potential abuse while still allowing what we want to allow. Suggestions, anyone?
Another issue is that I think 2.2(a) should require approval of both the Atef and the Pschent, not the Deshret. Enforcement of endorsement limits is essentially a matter of in-game security and law enforcement. It's the security council, not the legislature, that should have oversight in regard to in-game security, and it's the court, not the legislature, that should have oversight in law enforcement matters.
Finally, I think we need to clarify 2.2(b) to make clear that a ban shouldn't void the citizenship of the citizen banned provided the citizen moves another nation into the region within a finite period of time. As currently worded, a citizen whose nation is banned could indefinitely maintain citizenship without a nation in the region because the absence of their banned nation from the region can't be used to void their citizenship and there is no requirement to replace it with another nation.
