Greetings Osiris!
I find myself in a position that I had never believed I would be in... Pharaoh. I have been elected, by yourselves, as your Head of State, something which both amazed and humbled me.
This vote of confidence means a lot to me, and I pledge to do my best to see that your confidence is not misplaced. I'm lost for words at the moment, although when relating that to others I've been met with responses of "lol seriously?" and "Haha, the novelty will wear off soon, trust me." so I'm going to enjoy this while it lasts.
This event would have not have been possible were it not for the service of the three people who took a chance to liberate Osiris from Empire. This would not have been possible had Cormac, Koth and Venico not decided that drastic measures were needed to ensure that Osiris would be anything other than a plaything for veteran manipulators. For that, they deserve our gratitude, our respect and camaraderie.
For those actions alone, as Pharaoh, I have the authority to bestow certain honours upon those who have served our region well, and will announce more on the Honours system in a later post, but for now, this will do.
For their service in liberating Osiris from tyranny, ensuring that Osiris transitioned peacefully from a war-torn fractured region into a healthy, stable and democratic region, I feel that the following is appropriate:
As First Lord of the Nile and Pharaoh of Egypt, I hereby title Venico the Nightfather as Nomarch of Giza for his service as Pharaoh of Osiris.
As First Lord of the Nile and Pharaoh of Egypt, I hereby title Ambroscus Koth, as Nomarch of Kadesh, a Egyptian owned, Osiran occupied, Syrian city, known for the largest chariot battle in our history, fitting for a Guardian such as him.
As First Lord of the Nile and Pharaoh of Egypt, I hereby title Cormac Somerset-Holland, as Nomarch of Karnak, a fitting tribute to a former Vizier and original scribe of our State Code, and many laws of Old Osiris.
Wear these titles well, for it is only a fraction of the debt that Osiris owes you.
Over the course of the next few days I shall be working with Venico, Cormac, Koth and the Legion to ensure that the Delegacy transition is as smooth as possible, and during that time I will also be evaluating and discussing the composition of the cabinet.
I'd also like to officially announce my choice of Vizier, and Vice-Delegate of Osiris: George Holland, who you may also remember as the Pharaoh Mad Jack, who succeeded Lyanna Stark as Pharaoh. He is someone who has served Osiris for over two years and continues to do so every passing day.
While I may not want to make any major changes (besides those listed below), I need to speak to the Scribes and ensure that they wish to carry on, and when doing so, I have to make a decision on who is best to lead Osiris in their respective fields to see if changes are needed.
To that point, though, I do have two cabinet announcements already, based on discussions that I have already had, prior to this announcement:
1. - Treize Dreizehn will become the Scribe of Ma'at
This is down to Prussia's absence over the last few weeks, and my belief that Treize is more experienced in this area and would be the best person for the role.
2. - The Warrior Pharaoh, Venico will be taking the now vacant role as Scribe of Ptah
This is a natural appointment, seeing as Venico vastly prefers Culture to being a Pharaoh, so I'm looking forward to what he can bring to this department.
Hopefully, these will be the only announcements I need to make regarding the cabinet for the time being.
For regional security purposes, on a temporary basis, until we have the Atef (Security Council) established and a Legal Code enshrined in law, I will be reducing the Endorsement Cap to 15. Yes, this is a move that will not be popular, and I apologise to those it affects, but I would rather we had a slightly lower Endorsement Cap than normal for a few weeks until we have proper security functions in place, wherein it can then go back to 25-30. If we see a steady rise in Endorsements, then I may consider upping the cap further, and am considering the need of a staggered/layered cap for those who are endorsing myself, the Vizier and the Atef, and I would welcome some thoughts regarding this, although we will need an amendment to the State Code for this as the original point in the State Code is based on restricting individual nations and not an staggered endorsement cap for regional security, so I will be asking the Deshret to work on an amendment in due course.
As ever, I can be found in #osi on esper.net, which will be available from the Osiris World Factbook Entry.
Onto other matters, far more pleasant than cabinet and staffing arrangements. I shall be holding a celebratory ball on the 1st of February to celebrate the first Pharaoh election of the Osiris Fraternal Order, a return to Democracy and a celebration of freedom: freedom from Empire. Invitations will be sent out via our Diplomatic Service over the course of the next few days. I will, as a gesture of goodwill, be extending an invitation to every region who held an Embassy with us on the old forum, with the exception of those who have declared hostilities against us. When they have realised their folly and decided to rescind their declarations with an apology to us, then perhaps they'll get an invitation to the next one.
For now, I think that is all. I plan to restart the weekly telegrams which were sent out at the start of 2013, and I will always be available to answer questions or explain certain policies to residents of Osiris, or officials from regional governments with which we have relations. You may contact me through Mad Jack, or may telegram me directly, I am not worried which.
I remain, yours most faithfully,
