Draft as it stands.

Colonies and Territories Act

Section 1: Governing

1) Governors shall be Deshret members, appointed by the Pharaoh or by the previous Governor of that territory, to lead colonies, maintain the founder nation, and ultimately manage the region.

2) The Pharaoh will also have access to this founder account, in the case of inactivity by the Governor.

Section 2: Rules of Governing

1) The colony must maintain that it is under the control of Osiris in the World Factbook Entry

2) The Governor is free to apply Osiris law, or manage the region as they see fit.

3) The password of the founder account may only be changed with approval from the Pharaoh

4) Dissolution of a colony requires approval from both the Pharaoh and a majority vote by the Deshret.

Section 3: Transferring of Governor

1) Unless convicted of a felony, loss of citizenship, loss of Deshret status, or if the founder nation falls inactive, the role of Governor stays with the citizen who is appointed, or a successor named by the appointed.

2) Governors are free to name a successor, as long as the successor is a member of Deshret, a citizen of the Osiris Fraternal Order, does not violate this act, and is approved by the Deshret as provided by Osiran Law.

This part of the procedures seem to say otherwise.

1. Any Councilor of the Deshret may introduce a proposal before the Deshret. A proposal will go to vote only after a mandatory consideration period of three days, which may be extended to seven days at the discretion of the Keeper. A proposal will then proceed to vote after a motion to vote on the proposal has been made by any Councilor and seconded by any two additional Councilors.

Nowhere in the procedures does it say we have to vote on the draft proposed in the OP. That's what we have these discussions for, so that we can tweak drafts that Councilors come up with.

I simply posted that so that we would have an updated view on what we would be voting on and this proposal has gone far past its minimum consideration requirement of three days. Also, I have not motioned to vote.

While it's true that the author doesn't need to motion to vote, Venico is scheduled to return from his LoA this afternoon, if I recall correctly, and CSP had also done work on this draft. I would personally like to hear from both of them in case they have anything to add.
