Citizenship confers voting membership in our legislature, the Council of Scribes, which includes the right to stand for elected office and vote for elected officials. We can't admit anyone to citizenship without the minimum requirement of a nation in the region being met. That isn't just a judgment call on my part either, it's the law to which our community has agreed.

You can, if you're interested, apply for our culture gatepass, which doesn't require a nation in the region and will let you participate here in community events and activities without any of the rights of citizenship.
