The electorate often asks who your cabinet would be simply to get a greater measure of your platform and character. Since you refuse to answer, let's do it another way.
What would your ideal, all-star Osiran cabinet look like featuring Osirans past or present? (This includes people from before the OFO).
Culture>
Foreign Affairs>
Security Affairs>
Justice>
Integration>
Military>
WA Affairs>
Now, please tell me what your worst possible lineup could look like, using the same system - they must be a past or present Osiran.

Well for a dream team that really just amounts to the same question. While I do have people in mind for the jobs in the cabinet I don't intend to actually approach any of them unless I actually win the election. Let's focus instead on the issues that face Osiris and how we can address them.
The worst one would be easy though, that would be nobody.
If I didn't appoint a cabinet at all and tried to do everything myself I know beyond any doubt that it would be an unmitigated disaster.
By the same token if I were to only appoint a few people and then overwork them we would wind up getting nowhere as well.
I do intend my cabinet to be diverse and perhaps even a bit larger than is traditional. Many hands make light work after all.

No, it really isn't the same question. Osiris has nearly four years of political history.
I'll give you an example of what my all-star preferred cabinet would be from Osrians past and present. This is purely on political ability. I'd end up killing half of the people in the cabinet were it actually real (given how well I get on with Biyah, and LS these days).
Vizier: Neavilos or Severisen or Joshua Bluteisen
Culture: Neavilos or Lyanna Stark or Siam Meow or George Holland
Integration: LizLemons or Abbey Anumia
Defence: George Holland or Severisen or Detective Figs I
WA Affairs: Sanctaria or Mousebumples
Justice: Sovreignry
Foreign Affairs: McMasterdonia or Hileville or Detective Figs I
Security: Biyah or Severisen
I am not asking for "who is active right now". I am asking you to go through the list of well known names that Osiris has had over the past four years (later this month).

Well if I have until later this month then that's fine. My own experience with Osiran politics is limited to about the last year and a half.
To answer the question properly will require that I do at least some research and dig through the old forums so I can get a feel for how some of these figures did their jobs. I have been reading through them as time permits but alas I haven't been able to devote nearly as much time to it as I would have liked.
After the election is settled I'll happily sit down with you and discuss it. If you're willing I may pick your brain for some reference points to help me along the trail.

ah that makes a bit more sense
But at the moment the only thing I have to draw on to answer that is my own experience over the last year and a half, and most of those people are around still today.
So unfortunately I'm afraid that question will just have to wait until after the election.

Not really a dodge Phest, he'd end up picking only the people he has known in the last year and a half out of that and I'm not sure we would gain any insight into qualities that make him more or less fit as pharaoh from that information.

Just as much insight as would be gained if he was here for 2, 3 or 4 years really.
