The Pharaoh of Egypt may have ruled his kingdom, but a Delegate of Osiris should be more of a shepherd than a king to his own. You're here to represent them, not dictate their goals and aspirations.

III. People should not do a job for a reward - they should do a job because it inspires them to better the region, and because they helped plan it and know how to achieve what they are working for. Granting rewards for doing their jobs creates an entitled culture built around back-stabbing and ambition. What you need is to create a regional culture built around cooperation, communication, and good-spirit.

IV. Conflict happens between even the most harmonious of branches. It's not something you manage without seeming to infringe on their areas of government and overstep your own authority. Authoritarianism is what I am reading in some of these answers, as attractive as they sound on paper. Leadership and what sounds like Dictatorship Lite(TM) are not synonymous in politics.

Having been subject to terrible micro managers in the past I can assure you that I do not micromanage. As Pharaoh it will be my duty to provide overall direction. I'm going to provide goals and help if they need it.

No they shouldn't but a good leader recognizes and rewards success.

Conflicts do happen, and each is different there is no one size fits all conflict resolution method. Such resolution goes back to being fair and consistent.

There really is no good answer to that, if you want specifics give me a specific situation. In life there are some tough choices I've had to make and nothing I can decide here will compare with them difficulty wise. Nobody here will die if I pick wrong.

Part of being a leader especially of a large constituency is maintaining appearances. It's kinda trite but it's also the undeniable truth. At the end of the day though this is a game.
This a fantastically elaborate, whimsical, fun game full of good people that continually make me smile. I don't have to fake my smiles, you all give them to me on a regular basis.

To answer your question, actually not much. Tim and I have very similar views on governing. Which is one reason we have worked so well together. I know it's not generally been visible to the public at large but typically we have hashed out all the major policy decisions together.
So from an overall policy standpoint not much should change. I do intend to appoint a scribe of FA though and will likely be more interested in the internal workings of the individual ministries.

While you've already shown me that you are more than willing to accept new faces into the higher levels of the government, how else will you work to make sure Osiris doesn't fall back onto 'life support', to quote Cormac, as it had before?

Well the government is what drives the activity, and alot of our stagnation has to do with simply not getting new faces involved.

I've captained enough ships to know beyond any doubt that any online game regardless of type, lives and dies on it's new players.

So among those targeted goals I keep mentioning is a recruitment element. The individual scribes will be tasked with recruiting and retaining people for their ministries.
Recruitment is all well and good, you can recruit the best people in the world but if they don't have anything to do then it's all for naught.
They will get bored and leave. They need to be engaged, and involved which is why I intend to set goals for each ministry going forward.

(I was planning to go into a bit more detail but I've just been called away from the computer, I'll try to give you more when I get back. Sorry bout that)

Having read this thread, you seem like a nice enough guy and you have promised to try your hardest and everything.

But I still don't really feel like I've gained any understanding whatsoever about what you stand for, what you plan to do, or, well, anything. I don't know much about you from previous interactions, and you didn't do anything which gives me any real insight as to your Leadership capabilities as Vizier, so something more concrete would be most welcome. I don't doubt for a second you are fairly committed to Osiris, and that you've got plenty of experience in other games and so on, but does that make you the best candidate now.

You talk in post #16 that you have a "fairly detailed plan of goals" with " tangible targets" and how you've laid "groundwork" and stuff. But mainly your plans are just to send out more updates to the region, increase the frequency of media updates, etc. All fairly typical vague promises and commitments that can be made and then forgotten. You then give a specific example, that you "have a pretty hefty list of treaties and relations I want him to explore" - Sev asks you to elaborate on the matter and explain how the treaties benefit Osiris, and you just list 3 regions. I mean, at least that is something, but it doesn't give much of an overview of your foreign policy strategy.

I'm not trying to be belligerent, but so far it just feels like mainly empty rhetoric. Maybe you know what you're doing, maybe you don't, I don't know and I can't see how most of the electorate really can either. This would be a good strategy if you were running unopposed, and it was a shoe-in, but that doesn't appear to be the case anymore.

Here's a scenario for you! Koth, you're next.

A new citizen has proven that they desire to aid the region as best they can. They have undertaken every position they can manage, some of which are very significant. The new citizen, however, has let slip a few hints that they have knowledge about the game that a truly new player would lack. Some of the region’s more established members have expressed unease and doubt as to the authenticity of the new citizen and believe they hold ill intent. Upon closer investigation, it becomes apparent that this player has used a series of proxy IPs on the forum, which confirms that this person is not what they claim. Some argue that the new player simply wished to protect their IP. Others believe that they are hiding an identity which bears a hostile face to the region.

Synonymously, you get word that some of your staff are uncertain about your handling of the situation at hand. Players who hitherto expressed little interest in Osiris suddenly are resurrecting and causing a stir with inflammatory and brazen statements questioning your legitimacy and competence and stirring doubt about the ability of your government to function. Among your detractors is this new player, whose strong position makes him an uncharacteristically hard political entity to remove. When challenged, his words and actions are supported by both regionmates you considered to be allies and the newly interested players alike.

Now you are faced with open questioning of your ability. But you know you have not done anything that merits some of the accusations thrown your way. And yet there is a strangely widespread campaign to discredit you spearheaded by a player whose new identity should not have gained them the ability they have. You cannot find flaw with the jobs they have done, and nothing they have said is illegal or actionable without putting into question the fairness you promised in your campaign.

Some begin to whisper of a potential coup orchestrated by this sudden influx of members. The player has a high, though not illegal, endorsement count in the region. It seems as if you are secure numerically, but you are told that a coup is not always accomplished by numbers. Now you have questions about the security of your own region, and no definitive proof to back it up. Hesitation on the matter only increases the insecurity of your senior councilors whose advice has previously guided you well.

A high-ranking minster you appointed begins to throw in accusations of you neglecting Foreign Affairs as you focus internally, adding to the strange swell of complaints. In fact, FA is taking a turn for the worse, as a former member of Osiris is posting extremely disturbing allegations about the structure and comprisal of your government. You see an allied region seeming to consider this information, and now you have to wonder how true it is.

With internal chaos in the form of a political uprising backed by someone you cannot afford to simply remove under the circumstances whose identity is potentially a threat, questionability of the intent of your own citizens towards you, external doubt as to how your government is managed and who is in it, what do you do?

I'll go department by department.

My goals for FA and Media I've pretty well laid out already so I'll skip those for now. If you have any questions that I haven't covered yet then lemme know

For the legion I will give a recruitment target of ten to start with. I think that should be doable. Once that is met we can go from there.
I'd also like to see them training for a time. I have several regions just sitting in my puppet pile that can easily be used for some capture simulations to help hone the legion's skills.

For culture first thing we need to do is get some more people in the ministry. I'm thinking that they need at least three more people to really help kick start the ministry.
I want to see some more RP's going on. I love the Piano Bar Jakker has been running since he took over, I think it's a fantastic idea. I'm also going to see if we can get them to coordinate a festival. I'll want them to work closely with Media and FA to spread the word to our friends and get all the people we can to come hangout for a while.

For WA affairs I have a veteran of the ole festering snakepit lined up to takeover from me. I would like to get the word out to the citizenry more often so we can get their views on the various resolutions at vote. This is going to be a fairly regular part of my mass telegram strategy. I'll also have them post about the votes and the voting threads on the RMB so we can get the maximum input for the votes.

For Justice I honestly think they are in pretty good shape at the moment. I was thinking of having them do some mock trials if we can get the Pschent to cooperate just to give everyone a feel for what's happening. Hell I'll even volunteer to be the bad guy

For security I'd like to see a bit faster turnaround on applications, and the audits. Sev has done an outstanding job but is only one person, we may need to add some help there.

It also looking like whoever wins will have to appoint a new justice right off the bat, I have someone in mind if I can talk them into the job.

All in all I see Osiris as being in a good and stable place, we just need some activities to draw people to the forums.

Honestly I'm not surprised you know so little about me, we've barely spoken at all since I came to Osiris. I understand you have a lot of duties elsewhere and I feel that is a contributing factor to it. Generally you seem to stop by throw in a vote at the Deshret then roll on out. I had intended to lay out a more detailed version of my plan this morning but life called me away. do you have a specific question you'd like to ask me?

As a member of the Admin team on the board I can say the proxy issue raises security concerns. If it could be proven it would be grounds for removal from the board.
Perhaps harsh, but them's the rules. It doesn't matter how good a job they are doing, if they can't play by the rules they can't play here. Such a decision is apolitical and in my view the purview of the admin team. We have a very good team here, and I can't see any of them tolerating such a blatant security risk.

You've also stated that I cannot simply remove them due to politics, so let's assume the admin team is all asleep, or drunk, or stuffing bills in Fest's thong or otherwise indisposed.

For the detractors, actions speak louder than words and in your scenario you have stated that I am in fact innocent. Since I know I am, I'll demand proof of their accusations.
Fabrications as we all know are easy to make, but generally easy to spot as well. When they can produce nothing either concrete or credible I will smile and keep on doing what I'm doing. I'm a stubborn ole mule, and if I know I'm right I stick to my guns. Just how I am.

Then there's these coup whispers, I'll inform the Atef and the Vizier and the security department. I'll set em all to investigating and if they can turn up concrete proof then I'll send out the justice scribe to bring em up on charges. If it's a time sensitive matter (IE: they are moving at the next update) I'll drop the banhammer on em and let the courts sort out the aftermath. Might make me unpopular for a while but the security and stability of the region is more important than my popularity.

Now let's assume that they can't find anything concrete. At that point I'm faced with two possibilities.

1) there is nothing to find and it's all smoke and mirrors.

or

2) they have exceptional operational security.

In this instance I would simply keep the Atef informed and on the lookout, and keep an eye on the individual in question. if they made a move I'd be waiting banhammer in hand.
forewarned is after all forearmed. I am very patient man, I can wait and watch.

I may seem unconcerned, but realistically with my current influence if I were to win the election I would be very difficult to dislodge by force and any such attempt would clearly show the true colors of any plotters.
