The Black Hawks is governed by a military junta, so there is no single head of state or head of government as such. Currently, the council includes Commander Red Back, General Jakker, General Crushing Our Enemies, Colonel Severisen, Major Kleomentia/Marselesk, and Lieutenant Ever Wandering Souls.

I, Crushing Our Enemies, in submitting this application, recognize on behalf of The Black Hawks the legitimacy of the Osiris Fraternal Order and the sovereign and exclusive right of its Pharaoh to govern the region Osiris for as long as he or she shall remain Delegate of Osiris.

That last clause seems problematic. TBH has no problem supporting the right of the pharoah to govern Osiris, but it seems odd to request that this support continue for as long as they remain the in-game delegate, no matter what the circumstances. I hope you understand, and that this omission does not affect the furtherance of diplomatic relations between our regions.
