No, I think citizens shouldn't be accepted all willy nilly.

You're holding the Pharaoh up to an impossible standard for citizenship screening. He can't catch everything. The reason we have restrictions in the law is to make sure individual error doesn't cause the complete unraveling of our government.

The constitution tasks the Pharaoh with acceptance of citizenship applications. Regardless, you're holding anyone to an impossible standard, and after all your years of playing this game you must know that. No one can have advance notice of every threat. Osiris doesn't even have an intelligence apparatus, so all this talk about using intelligence to prevent these scenarios is theoretical at best.

The Pharaoh could delegate that authority in part or whole, as I do in Kantrias...

I'm not against this - vote staking *has* happened in various NS GCRs - I can think of TSP and TNP, during the height of the UDL infiltrations, for example.

I'm also not entirely for it. We could also mandate a 'non voting citizen' masking, as Europeia has, while a further security check is done by the relevant authorities, giving them the chance to access our community spaces (incuding the citizens discord channel) while not granting them voting.

That is a cool idea. I don't want to put all that work masking and remasking on anyone though. The CS can just keep track of it when counting votes. That way I or any CS can just do the check when counting instead of having an admin mask and remask.
