If I may put something to the Deshret that has relevance to my place as an Elder, one of the things that occupies some of my time is considering how one is to arrive at proper sentences with respect to the various offences that the Deshret has legislated for. The Deshret has provided for the sentences to be determined by the Pschent and has given the Scribe of Seshat, or Priests of Seshat acting for the Scribe, authority to recommend sentences in respect of particular cases. Despite this, however, I have considered that it may be in the interest of the Deshret to produce some sort of guidelines or standards for sentencing or to create some mechanism to do so (it is perhaps the case that the Scribe and Priests of Seshat could do so autonomously and informally, and use them to help determine the sentences they recommend, in the event that the Deshret does not think it appropriate to do so itself). I should say, if this idea is pursued, I will likely avoid giving opinion as to what I think is a correct sentence in any given scenario, so as to avoid the risk of prejudicing future cases (though I do think such risk minor).

An interesting thought, Datford! I think the Deshret does not consider the workings of the Pschent too often and it would benefit us all to discuss it further. I'll add sentencing to this list :D

I will be starting up separate threads for each of the topics. We will be discussing one at a time. The first will be up for discussion in the upcoming days.

Can election voting and plurality voting versus majority voting be combined and out first?

Anything that we decide to do with those would have to amend the state code, and I think are a bit more important than vizier responsibilities.

We can definitely work on voting first as people also tend to have the strongest opinions about that. Several of the topics including vizier responsibilities will require amendments to the state code. As for combining the two voting topics, they are quite different focuses. It may cause confusion if we combine them. We can definitely start with plurality voting. I'll get the thread up this weekend :D

I'd like to suggest we at least have discussions about two additional topics, since I've seen them kicked around recently either on the forum or on Skype. I'm not sure they'll go anywhere but they seem to be discussions worth having.

- Executive reform (division of powers, elected Hedjet, etc.)
- Legislative reform (all-citizen legislature, elected unicameral legislature, bicameralism, etc.)

Maybe we can expand or discuss powers of the Atef, so it's not just a group of mostly inactive people who sit around with high endorsement counts?

Not that there is anything wrong with that, just that maybe it'd be a bump in activity if you gave us something more to do :P.

Also, maybe a minimum number of guardians.

Something else we can discus is maybe giving the atef and the vizier ingame powers like border control. I personally think this will give us greater security in case of internal coups.
