I can't say I like the idea of anything touching the city of Alexandria. Would I be required to allow them to operate out of my city? Remember that there are some honours which specifically mention cities, as they conferred lordship and dominion over a specific city.
I'm also really worried at this bill's ability to dissolve cities... again, there are Pharonic honours associated with every great city in that section.

No, cities are not required to allow Orders to be headquartered there. Again, Orders can headquarter themselves in preexisting cities in accordance with the charter of said city. I wish you could have said something about your concerns about dissolving the cities sooner, I'm sure we could have worked something out to preserve the great cities.

And since Alexandria - like any of the other great cities - has no charter, then what?
Unless the Pharaoh decides to revoke all the Pharonic honours - i.e. the Nomarchies - this act would interfere with those.
The positive to this? The cities would just be archived and can't physically be deleted. But as the Pharaoh does have an entire RP storyline based on the Great Cities and another region - Kingdom of Alexandria - planned ("ABYDOS IS OURS!"), this entire proposal would interfere with his ability, and the ability of the executive to promote creative cooperation between Osiris and other regions using this.
That timeline and maps thread in the Enlightened City of Alexandria was put there solely to start fleshing out the setting and scenery for Tim and I to get our bearings on the matter.
