The rest of your manifesto I think is actually quite strong - certainly eminently sensible. Indeed, all around I find your candidacy to be sensible and I know from last time you come across better 1 to 1 than in the manifesto.

I can confirm that I have approached my potential Vizier with the job offer already though.

You can plan inter-regional events with other regions-- Equinox greets you with open arms. Increase raiding and defending (I'm not currently aware of our gameplay state but you can still better it.) Revive Roleplay. Tinker with the forums, introducing some kind of currency and salaries. There's so much one can do.
It can't be achieved overnight though.
