I like the idea.

Having awarded plenty of honours in my time, and generally to people who aren't 'buddies' in particular, I can testify that they do mean a lot to the person awarded who are often surprised and, well, honoured, to receive recognition in such a permanent form for what they've contributed. Ultimately, yes, they're just silly names in a game but its no more silly than waxing lyrical about someone's 'bravery' for sitting at their computer clicking a mouse.

All right, new draft in the OP:

• Section 1 is the same as it was before.
• Section 2.1 now makes clear that the Pharaoh can award regional honors during regional holidays or at any time throughout the year.
• Note the new Section 2.3, which allows regional honors to be granted to non-citizens without conferring honored citizen privileges. Explanation below.
• Note the new Section 2.4, which suspends honored citizenship upon loss of citizenship. This wasn't necessary before because honored citizenship conferred automatic citizenship, but that has been removed.
• Sections 3 and 4, related to titles, are stripped from the legislation.

In regard to the new Section 2.3, I was originally against allowing any of these honors to be granted to non-citizens. I've changed my view of that for a couple of reasons, and their names are Asta and Raven. I personally think we should allow non-citizens to be granted regional honors as long as honored citizenship privileges aren't conferred to non-citizens.
