Taking into account the Pharaoh's concerns, I've removed the clause that regulated in-game embassies. Essentially, he's right; our legislation needs to evolve with changing circumstances and as there is a need, not cover every possibility from the beginning. If there is abuse of in-game embassies further into our future, in-game embassies can be legislated at that time; only the most serious abuses should be legislated against before anyone even commits them.
I have also given power to approve executive applications to the Pharaoh, who may then delegate that power to the Vizier, out of concern that giving that power to the Vizier would violate Section 2.3 and/or 2.4 of the State Code. I'm also concerned about applications going unanswered while the office of the Vizier is vacant, which will happen after every Pharaoh election or if the Vizier resigns or is recalled.
The Vizier retains the power to certify eligibility for the Deshret, in accordance with Section 4.1 of the State Code. We're also going to need to deal with Vizier vacancies here, but that will require an amendment to the State Code.
I'm going to leave this open to discussion for another day or so, then I'll probably motion to vote unless someone else would like to do so first.
