After speaking with R3n I issue the following ruling.

Victor's application to the Deshret is legal and accepted.

Tim Starks' application to the Deshret happened 8 minutes after nominations started so in accordance with the State Code of Osiris I hereby reject his application to the Deshret and declare his candidacy for Pharaoh null and void.

Nobody else will be accepted into the Deshret, I will look at all of your applications after the election has concluded.

As nominations opened at 10:39 and I applied at 10:38, I would like to protest my denial from the Deshret.

OK new ruling. After speaking with Curator Alexa, Tims application is valid as nominations started at 10:39 PM EDT. NOBODY ELSE will get in until AFTER the Pharaoh vote. Thank you all for your patience and understanding.
