Given that no one thus far has objected to the rules, I'd like to move that we pass the rules by unanimous consent. What that means is that 24 hours would be given for someone to object to unanimous consent, and if no one objects, the rules will be passed without a formal vote.
Are there any objections?

My issue with this is that it essentially requires someone to put forward an entire proposal, rather than allowing people to, step by step, talk about each part of the future government - the Monarchy, the legislature, the courts, any non-Monarch executive gov't, et cetera, and then bring it all together.
At least, if my reading of this proposal is correct, it feels like we'd have to have an entire complete proposed draft to make a proposal, rather than just opening discussion about what the hell it is we even want as a region.

First, I'm going to take this as an objection to unanimous consent even if it wasn't intended that way. I don't think unanimous consent was ever a good idea so we will go ahead and hold a formal vote on the rules, which I will be opening shortly. So I just wanted to note that.
To address your comments, the biggest problem with an open-ended discussion is simply that time is not on our side. That kind of discussion will need a minimum of a week, probably more like two. You then need time for drafting based on the discussion (one to two more weeks), then you need discussion of the drafts (one to two more weeks), then you need time for voting. That would all take at least two months. We honestly just don't have that kind of time. Osiris isn't being governed right now; we have no Chief Vizier, we have no Chief Scribe, and the entire government of Osiris is totally dysfunctional because of the Scroll of Ma'at. We can't afford another couple months of nothing happening while we hold a constitutional convention, and it would be ridiculous to elect a new Chief Vizier and Chief Scribe to serve for just a month or so. So the biggest problem with holding an open-ended discussion is how much it extends the timeline of this convention. We don't have that kind of time. This is urgent, at this point. Osiris needs a functioning government as soon as possible.

The Rules of the Constitutional Convention have passed this convention by a vote of 14-0-1.
