If the Pharaoh is choosing someone from the Deshret to give a literal part of Osiris to, and they are willing to throw away all of their positions and citizenship within Osiris for another region, we have a lot bigger issues than the loss of a colony. =P These are the people we trust our regional government with.

I think that we should make the benefits of colonial status obvious so that occupied regions actually want to apply for colonial status. For instance, we could help them protect their region from attacks by password-protecting or refounding it, and we could help them in setting up a regional forum, IRC channel, and government. In return for this, they would follow Osirin law, submit to the orders of the Pharaoh, and perhaps provide aid in military operations as well. Hey, we could even de-tag regions and then recommend an application for Osiris colonial status as a way to avoid future raids.

Wombat, this is totally something we could negotiate with regions who willingly come to us. But some regions we refound through the legion will just stay trophies. So if a small UCR community came to our Pharaoh and asked for help, the Pharaoh could totally negotiate something that you're asking. But making that the requirement adds unneeded clutter and actually would discourage people from wanting to be Governors.

Ultimately, I think leaving it as an option to be negotiated out is better than requiring that ever puppet dump we acquire have a forum, an IRC, a recruitment script going, etc.

I agree with Venico's earlier statement that applying Osiran law to colonies can be problematic on the basis that they are UCRs and are fundamentally different than Osiris in a number of ways. Cormac's also right that Governors should be Pharaonically appointed.

Re application for colony status - that should definitely be an option (although not the default). Annexation like that is how I came to Equilism (and AoSS before that), It's a fantastic way to preserve regional communities that can't sustain themselves.

Addressed Cormac's concerns by restricting the pool of eligible Governors from citizens to Deshret members which gives the governors more accountability to us.

Agreed. It would work somewhat better that way. Maybe we could limit the forum and IRC stuff to only those colonies whose leaders request it?

All Governors have the ability to add an IRC or forum if they'd like to. Goes with the whole controlling the WFE thing. =P

I have to say that I have had access to a WFE before and I have no idea how to create a zetaboards forum or an IRC channel.
