To answer Cormac's questions:
1. At will. I've been in an executive position where I had to work with ministers I hated and it was awful. The Pharaoh should be able to fire Scribes (s)he can't work with.
2. The Scribes should appoint deputies with the Pharaoh's approval. I believe this provides enough flexibility for individual departments while permitting the Pharaoh a degree of oversight.

Section 2.4 of the State Code reads as follows:
4. The Pharaoh will have the power to further organize the executive branch of government. The Pharaoh may delegate any of the powers and areas of oversight prescribed to them under this Section to officials in the executive branch of government. Such delegation does not affect the exercise by the Pharaoh of any such power or oversight.
This already gives the Pharaoh the power to manage access to executive forums, channels, etc., so I don't think any change to my language for amending Section 2.3 is necessary. The Pharaoh can still manage deputy/junior minister access if deputies are appointed by Scribes. I'm unwilling to give the office of the Pharaoh anywhere near the level of power it had under the Kemetic Republic regardless of who is currently Pharaoh -- we need to be thinking about the office and all future occupants, not the current Pharaoh -- and to give the Pharaoh power to appoint deputies would actually be
more power than the office had under the KRO, where Viziers could appoint their own deputies.

Just a minor note, the line "The Pharaoh will have the power to appoint any citizen as and remove senior cabinet officials, styled Scribes of the Hedjet." seems awkwardly phrased to me. Perhaps, "The Pharaoh will have the power to appoint or remove any citizen as a senior cabinet official, styled Scribes of the Hedjet."?
