Doesn't it prevent a password being applied though for as long as there is a "liberate" badge on the region?

Yes, but a Liberation is not really necessary in my view as the region has not been passworded.

Then that is why they're doing it - they want to prevent the region being refounded. I don't know whether the UIAF plan to do that or not, but if they can't put a password to prevent nations moving in then it'll make the job of refounding it considerably harder.
