Description: This august World Assembly hereby:

1. Defines 'duplicitous aid' as supplies posing as humanitarian aid that contain bombs, chemicals, or other traps intended to kill or maim;

2. Prohibits the manufacture, transfer, or distribution of duplicitous aid by any person or organisation within a member nation's jurisdiction; and

3. Encourages member nations to cooperate in deterring and determining the source of duplicitous aid.

I see little wrong with something like this, posing weapons as humanitarian aid is rather suspect and should be cracked down on. Aye.

It seems this resolution violated the rules... again, as per Game Moderator Sedgistan's ruling

Proposal removed as a category violation. Put shortly, "enforcement = spending" is a weak argument that we're not likely to accept. Mouse has already commented on how that could be extrapolated to the ridiculous situation whereby the cost of "ban nukes" would make it International Security (it doesn't).

Personal suggestion: try Global Disarmament. It fits much better in that category
