Description: WA General Assembly Resolution #333: Preserving Antimicrobials shall be struck out and rendered null and void.
Argument: The World Assembly,
Applauding the intentions of General Assembly Resolution #333 "Preserving Antimicrobials" to attempt to try and preserve the effectiveness of antimicrobials;
Detesting the inherent problems of convoluted overreaching legislation;
Concerned clause one which states "Instructs the World Health Authority to create a mechanism of monitoring the spread of antimicrobial resistance in all member nations and international zones or borders", but fails to state as to how that mechanism will be created or administrated leading the the real possibility of gross overreach and fiduciary irresponsibility;
Also concerned clause three attempts to force non-members to comply with with this resolution as clause three clearly states "Mandates immediate action to be taken to lower infection rates in all places of treatment";
Mortified by clause three (a) which states "severely limiting the amount of antimicrobial substances exposed to livestock", which severely restricts livestock processing facilities where livestock is slaughtered from using disinfectants and antimicrobials, thus potentially allowing pathogens to enter to food chain;
Deeply opposed to the blocking nature of clause three (a) which prevents future legislation in the area of livestock growth and processing as those facilities would be restricted from the use of antimicrobials necessary to fend off disease and infection within livestock;
Believing that while the intentions of General Assembly Resolution #333 "Preserving Antimicrobials" may be noble, it also has serious flaws which desperately necessitate it's repeal;
Hereby repeals GENERAL ASSEMBLY RESOLUTION # 333 "Preserving Antimicrobials".

Description: Recalling the gradual evolution of organisms through natural selection over many generations and the growing resistance of microbes to chemical therapies due to that evolution,
Remembering that resistant microbes are spread through international borders without consideration of the state of public health in those countries,
Believing that the success of modern health initiatives is due in part to our effective use of antibiotics and antimicrobials,
Concerned about the consequences of inaction on this front and resulting effects on later generations,
Worried about how previously helpful interventions may no longer be effective and the resulting increase in the lethality of infections for all people leading to the end of an era free from constant epidemics,
Convinced that immediate action is necessary to stay ahead of this evolved resistance to chemical interventions,
The World Assembly hereby:
Instructs the World Health Authority to create a mechanism of monitoring the spread of antimicrobial resistance in all member nations and international zones or borders as well as publish a report on a periodic basis to inform about the status and prevalence of such resistance;
Establishes an ‘Antimicrobial Resistance Workgroup’ inside the World Health Authority to coordinate between nations on this topic and inform member nations about relevant consequences of possible public health policies;
Mandates immediate action to be taken to lower infection rates in all places of treatment as well as public and private areas to improve public health and lower the need of chemical therapies, actions which may include:
education of medical practitioners on the correct usage of antimicrobials,
educational literature on the necessity of completing a full course of antimicrobials,
severely limiting the amount of antimicrobial substances exposed to livestock, and
large investments in infection control;
Recommends that nations keep detailed statistics to monitor the prevalence and spread of resistant microbes;
Encourages development of new antibiotics through government-sponsored contests and grants to stay ahead of evolving resistance to already widespread chemical therapies for infection.

Voting Recommendation: Against. To break apart the proposal, let's start at the beginning where the author of the repeal proposal (Turner) claims that Clause 1 is "overreaching." This could be easily countered by closely looking at the original legislation and reading the words "member nations." This terminology applies to members of the WA, which voluntarily agree to be part of the WA. Therefore, there's no overreaching here. Next, the author talks about how the original text does not show the mechanism, where in reality, the original resolution creates the "Antimicrobial Resistance Workgroup" and outlines what it will do. The text that Turner cites for his claim that Clause 3 is also overreaching does not really support his claim. Lastly, Turner attempts to stir fear in the reader by claiming that the original proposal would allow livestock to contract diseases by restricting the use of antimicrobials. However, this claim is very one-sided, because the original proposal goes on to say afterwards that it recommends the following actions: "large investments in infection control...Encourages development of new antibiotics through government-sponsored contests and grants to stay ahead of evolving resistance to already widespread chemical therapies for infection." Overall, this repeal is very limited. The author didn't really take the time to present a very strong case, which is evident through the limited number of reasons for his claim as well as the weak support for the points he makes. For those reasons, the Ministry recommends a vote of Against.
