Applications:
Your first job as Keeper is to act as a gatekeeper for the Deshret. Deshret membership as of right now falls on the Keeper to decide. That decision can be for any reason, but it can be overridden by the Deshret as a whole. You *MUST* act on applications. If you stop accepting/declining them for weeks at a time the entire Deshret will grind to a halt, and new members will move on.

One caveat to that. During any election period, Deshret membership is frozen. This is to ensure no voter flooding happens. I suggest locking the Deshret application thread and posting in the courtyard that membership is frozen until the election is complete.
Maintaining the Rolls:
You also must maintain the activity checks. Right now one must vote at least once every four votes/elections. So after every vote you have to do a running tally to see if anyone has failed to maintain their membership. Typically I would check this once a month and review the votes versus the roster of the Deshret.
This approach tends to work better at least for me, but as Keeper it is your job. Just look at each member's posts and see if they voted lately.
Any member of the Deshret that will be away for a while can forgo the vote requirement and retain membership by posting a leave of absence.

Admin Requests for De-masking Ineligible Deshreti
Legislation:
You must create vote threads when any legislation, amendment, or motion has a motion to vote and two seconds. You may, when two votes are already up, delay a vote up to seven days. This is to ensure someone doesn't miss a week and end up out of the Deshret. Votes last for five days unless otherwise indicated by the law. No vote can be created unless 3 days have passed since it was first posted for discussion. You must then tally the votes and announce the result.
It is your responsibility, by law, to post anything that has passed the Deshret to the Pharaoh's Throne Room. It can be found here:

The Pharaoh may then sign it or veto it. Failure to sign after seven days allows it to pass into law as though it were signed.
The Archives:
You must, by law, maintain the legal archive. It is organized thusly:
Current text of laws go into the Statutory Law Index,
Current text of treaties go into the Treaty Law Index,
All laws passed go into the Legislative History Index, with their status (Enacted, Amended, or Repealed) in the topic description, and if amended the original text of the law is in a second post with the current text and its legislative history in the OP,
Legislative Archive is where votes are moved from the People's Palace when they conclude,
Library Archive is a catch all for old threads not being used anymore.
Pharaoh Election:
You must administer the election for Pharaoh. That means you must create a nomination thread when the election period begins, keep it up to date with a list of those who have accepted nominations or stood for Pharaoh and finally administrate the election. You may not run in the election yourself as long as you are Keeper (though one assumes you could resign to run). You also may not vote in the election except in the case of a tie. In that case it becomes your duty to cast the tie breaking vote. Currently the Pharonic term is three months.
Procedure:
The Keeper is empowered to create any procedure as required where the Procedure of the Deshret has not already done so. I used this authority to impose a few rules of decorum on the Deshret. Decorum of the Deshret As Keeper you may of course suspend this declaration or amend it as you see fit. However you are still constrained by both the State Code of Osiris and the Procedure of the Deshret
Appointing a Deputy:
You may appoint a deputy(stylized as the "Curator of the Deshret") to assist you in any or all of these jobs. I found that having two worked best for me. this gave me the flexibility to have someone else administer votes and assist with the maintenance of the roster.
Welcome new members:
I made it a point to try and get new members to join the Deshret, I recruited constantly on the RMB and chased talented individuals in an attempt to get them to join. In my time the Deshret nearly doubled in membership. However the Deshret can be confusing so I made this welcome message to provide to all new members. I would usually send it to them in a PM once I accepted the application.

This is a rewarding job and I enjoyed it a great deal. at the same time this is not an easy job and you'll find a significant portion of your time devoted to it.
