i agree but if the pharaoh does not sign it can the deshret overrule him with a two-thirds majority and the citizens with half of them want it as well or will the proposed amendment be dead? it says in the amendment section that there has to be a two-thirds of the deshret the pharaoh and half of the citizens but it doesnt say anything about if the pharaoh does not sign it what happens.

1. The Deshret will have the power, by two-thirds vote and with the Pharaoh and two-thirds of the Hedjet concurring, to amend this Code.
It doesn't say anything about half the citizens. O.o And if the Pharaoh does not sign off on amending the constitution it is dead. To amend the constitution should be an arduous process that requires everyone to be on board. Since we're having an elected Pharaoh, I'm ok with that. Were the Pharaoh to be selected then I'd agree that he'd need to have a check on amendments.
And to amend the consty, it should require much more than 51% of the region.

I'd like to add a clause in there that says
4. The Deshret will have the power to pass any law that it determines is necessary and proper for the general welfare of the People of Osiris, as long as it does not conflict with the State Code.
Next part in section 5, 5. The Deshret will have the power to declare war against other regions and organizations.
I would like to have it so that the executive branch signs off on war since they will be the ones fighting it. Instead of having two clauses that say this power is delegated here, and another one saying it is delegated here, why not just have one clause? So I'd like it to read...

Section 2, 11. Should the Pharaoh have served at least six months... I think 6 months is a LONG time for a Pharaoh and having him immune for that much time is worrying. I'd suggest 3 or 4 months. On this topic I'd still like to see the Vizier be more of an arm of the Pharaoh instead of taking the Pharaoh's work and splitting it in two. Like personally, I'm a culture and foreign affairs guy but not an integration man. To make a Game of Thrones reference I'd like to see the Vizier as more of the Hand of the King. Being as involved or out of the picture as the Pharaoh needs him to be. I am really against splitting up the responsibilities and having two heads of state. I'd rather have a kind of President and VP dynamic where each pair kind of decided how involved the VP is.

Well I have no strong opinions at all on it. I just suggested it as an option to consider. The six months is in there as a compromise because of the idea of the Pharaoh serving as a permanent head of state kind of thing so there is stability but accountability rather than in the original draft by Cormac without any way to recall the Pharaoh.

I worked up a new section on succession. I think it should have it's own section, but it's not strictly necessary. It's also pretty rough. What do y'all think of the ideas?1. After a period of 3 months from the date of assuming office, the Pharaoh may be subject to a challenge in the form of a majority vote undertaken by the Deshret. Any Deshreti may challenge a sitting Pharaoh after his or her first 3 months in office, and the vote is to be administered by the Keeper of the Deshret.
a. Should a challenge vote be proposed, a 3 day nomination period shall begin, administered by the Keeper of the Deshret. The Pharaoh shall not be barred from participation in this nomination process.
b. At the conclusion of this nomination period, the Keeper of the Deshret shall determine eligible candidates, and open a 3 day voting period for a new Pharaoh to be selected by the Deshret. The Pharaoh must receive more than 50% of the Deshret's vote in order to assume office.
c. Should no candidate receive more than 50% of the Deshret's support, the two candidates with the most support shall run as candidates in the same manner outlined in section 1.b.
d. Regardless of the failure or success of a challenge, no further challenge votes shall be held for 3 months from the date of the certification of the voting results.
e. The Keeper of the Deshret shall have sole authority to administer elections and votes outlined in this section, except for those details which are outlined specifically in this section.
2. In the event that the current Pharaoh resigns, he or she may choose an Acting Pharaoh as his or her successor. This Acting Pharaoh may be immediately subject to a challenge vote. Should a challenge vote fail to unseat an Acting Pharaoh he or she shall become Pharaoh of Osiris.
3. The current Pharaoh shall be charged with ensuring a speedy and safe transition whenever a new Pharaoh is chosen. Any efforts by the current Pharaoh to deliberately deny the new Pharaoh his or her position as ingame WA Delegate shall be considered a violation of this document and treason.

Thanks Treize. I have a few points to discuss with each draft but first, we've got three very different ideas here so I've opened an informal poll here to gauge opinion. We really need to find out which of these directions the Deshret prefers before we can really discuss the details of each draft.
