This is an amendment to the Scroll of Horus and as such it will require a two-thirds vote to pass the Council of Scribes.
Citizens may vote Aye(or similar notions to the affirmative), Nay(or similar notions to the contrary) or Abstain(or similar notions to indicate neutrality).
A reminder that Guardians are not eligible to vote in the Council of Scribes on constitutional amendments, as Guardians vote on such amendments separately in the Council of Guardians.

Amendment to Eliminate Automatic Guardians
I. Amendment
(1) Article III, Sections 3-5 of the Scroll of Horus will be amended as follows:
(3) Any citizen who served as Pharaoh under the Scroll of Ma'at, or is currently serving or will serve as Pharaoh following enactment of this constitution, will automatically be appointed to the Council of Guardians following their service as Pharaoh. The Pharaoh may, with the approval of the Council of Scribes, remove such Guardians from office.
(4) Should any person described in Section 3 decline automatic appointment, resign from the Council of Guardians, or be removed from the office of Guardian, except to serve as Pharaoh or Heir Apparent, they will not be subject to future automatic appointment or its protections.
(5) The Pharaoh may appoint additional Guardians, but such additional Guardians will be restricted to numbering equal to or less than the number of Guardians appointed under Section 3 or three additional Guardians, whichever number is higher. The Pharaoh may remove such additional Guardians from office without the approval of the Council of Scribes.
(2) The sections of Article III of the Scroll of Horus will be appropriately renumbered to reflect the above amendment.
