[Proposal] Scroll of Horus

Post by Mike »

Somehow missed the requirements for a new Pharaoh. I am wondering if six months in the WA truly holds the same weight as six months active legion membership or one year of citizenship. While it is useful to determine loyalty to the Pharaoh, it doesn't truly define citizenship nor establish the character of the Guardian, Heir Apparent, or Pharaoh. As such, I am led to believe that the WA membership should be combined with some amount of forum citizenship, such as three/four months, in order to ensure the character of whoever is being suggested. I propose the same with legion membership, as legionnaires are not required to hold citizenship.

It may just make more sense to go with a straight up citizenship requirement of six months or more, and get rid of the shorter WA/Legion requirement altogether. What do you think about that?

For reference, that would look like this:
(2) To be eligible to serve as Pharaoh, Heir Apparent, or Guardian, a citizen must have maintained a WA nation in Osiris endorsing the Pharaoh or active Osiran military participation for six months or longer, or have held citizenship for a cumulative total of one year six months or longer.

I don't think there should be any limitations on who the Pharaoh appoints as their Heir, except that they will have to maintain a WA in Osiris, of course, to be able to fill the Vice Delegate responsibilities.

Aye, that sounds like a good idea. Six months is not hard to keep up with, and gives us enough time to get to know them.

You don't think the person should have to be a citizen...?

Sorry, but no.

On a separate note, I made the changes to the draft discussed above with Mike.

I don’t think he meant that they shouldn’t have to be a citizen, just that they shouldn’t have to be a citizen for a set amount of time. I do agree that they should have to take some time to prove their loyalty to Osiris before being put in line to lead it, though, so I’m okay with this one, even though it does limit the abilities of the Pharaoh a bit.

Oh, I apologize if I misunderstood, I thought when he said there should be no restrictions at all that he also meant they shouldn't need to be citizens. But yeah, what you're saying makes much more sense.

I do think six months of citizenship is reasonable, even if it is somewhat limiting on the Pharaoh. I don't think it's that limiting as I think it would be fairly rare for a Pharaoh to even think it's a good idea to name an Heir Apparent who hasn't been here for longer than six months.

I've made a slight revision to Article III, Section 5 to clean up some unclear language:
(5) The Pharaoh may appoint additional Guardians, but such additional Guardians will be restricted to numbering equal to or less than the number of Guardians appointed under Section 3 or a minimum of three additional Guardians, whichever number is higher. The Pharaoh may remove such additional Guardians from office without the approval of the Council of Scribes.
I changed the phrasing to "be restricted to numbering" to make clear that the Pharaoh is not required to appoint that many additional Guardians, but may appoint that many additional Guardians. I eliminated "a minimum of" because that's just not the right language to use there and I'm not sure why I did in the first place.
