
Third Royal Proclamation from the Pharaoh of Osiris
On the Organization of the Council of Viziers and Other Executive Institutions
It is hereby proclaimed by His Royal Majesty Cormac of House Sethos, Pharaoh of Osiris and First Lord of the Nile:
As our executive government has naturally grown with the increase in community activity, there has been variation in the composition of the Council of Viziers and new institutions have arisen within the executive. Laws have not been passed to regulate executive institutions, and the Pharaoh asserts that it is desirable to continue a minimalist approach to legislative regulation of the executive in order to ensure maximum flexibility in executive operations. Nonetheless, the Pharaoh acknowledges the need for order, accountability, and transparency in executive action, guaranteed through a chain of executive precedence that is clear to everyone. Pursuant to Article III, Section 3(6) of the Scroll of Ma'at, which grants the Pharaoh final authority on matters of executive domestic and foreign policy, the Pharaoh hereby proclaims the following directives:
Section 1: Organization of the Council of Viziers
(1) The Council of Viziers will include the Chief Vizier and a minimum of three Viziers responsible for administering and managing, respectively: community affairs, foreign affairs, and military affairs. Additional Viziers may be appointed to administer additional executive departments.
(2) The Chief Vizier may, with the assent of the Pharaoh, appoint Sub-Viziers to assist Viziers in managing specific executive duties related to their departments. The Chief Vizier may dismiss Sub-Viziers. Sub-Viziers will attend meetings of the Council of Viziers, but will have no vote on the Council of Viziers.
(3) Viziers may, with the approval of the Chief Vizier, appoint Deputy Viziers to assist in the performance of broad executive duties related to their departments. Deputy Viziers may be dismissed by their respective Viziers or by the Chief Vizier. Deputy Viziers will attend meetings of the Council of Viziers only at the discretion of the Pharaoh and Chief Vizier, and will have no vote on the Council of Viziers.
(4) All Viziers, Sub-Viziers, and Deputy Viziers are accountable to the Pharaoh as the final authority on executive policy and to the Chief Vizier as the presiding officer of the Council of Viziers. Sub-Viziers and Deputy Viziers are also accountable to their respective Viziers.
(5) In the event that the office of Chief Vizier is vacant or the Chief Vizier is absent for more than seven days, the Pharaoh will assume all enumerated and implied powers of the Chief Vizier, and may appoint an Acting Chief Vizier to exercise such powers in the name of the Pharaoh, for the duration of the vacancy or absence.
Section 2: Organization of the Civil Service
(1) Mandatory departments of the civil service include: the Department of Community Affairs, the Department of Foreign Affairs, and the Sekhmet Legion of Osiris.
(2) The establishment and maintenance of departments of the civil service, beyond those prescribed as mandatory, will be determined by the Pharaoh and the Chief Vizier. Departments will be administered and managed by the Viziers designated to administer and manage them.
(3) Departments of the civil service may, at the discretion of the Pharaoh and the Chief Vizier, be subdivided into bureaus tasked with the performance of specific executive duties related to their departments. Bureaus will be administered by the Viziers of their respective departments, and may be further managed by Sub-Viziers designated to manage them.
(4) Departments and bureaus of the civil service will ordinarily be staffed with citizens, but may include non-citizens only with the express approval of the Pharaoh and the Chief Vizier.
(5) Viziers may ordinarily admit citizens or, if approved, non-citizens to their designated departments and bureaus at their discretion. The Pharaoh will have final authority on the admission of any individual to any department or bureau.
Section 3: Organization of the Sekhmet Legion
(1) The Sekhmet Legion is the military force of Osiris, and the only military force permitted to represent Osiris in military operations.
(2) The Pharaoh is the commander-in-chief of the Sekhmet Legion and may order or authorize the deployment of the Sekhmet Legion.
(3) The Chief Vizier, as the presiding officer of the Council of Viziers, is responsible for providing executive oversight over the Sekhmet Legion.
(4) The Marshal General, the official title of the Vizier responsible for military affairs, is the operational commander of the Sekhmet Legion and may order or authorize the deployment of the Sekhmet Legion, in accordance with the provisions of this proclamation.
Section 4: Rules of Engagement for the Sekhmet Legion
(1) The Sekhmet Legion is a raider military force and is responsible for invading regions on behalf of Osiris and in the name of the Pharaoh. Participants in the Sekhmet Legion are therefore expected to comply with all NationStates rules and to behave with basic respect toward other NationStates players.
(2) The Sekhmet Legion is barred from participating in defensive operations, except to defend Osiris, a formal ally of Osiris, an informal ally or friend of Osiris, or to defend against invasions by fascist or Nazi regions or their collaborators.
(3) The Sekhmet Legion may, without prior authorization from the Pharaoh, provide defense or defensive support to any formal ally of Osiris upon receiving a request from that ally to do so, or provide defense or defensive support against any invasion by a Nazi Region or Nazi Collaborator as designated by the Coalition Against the Ideology of Nazism.
(4) The Sekhmet Legion may only provide defense or defensive support to an informal ally or friend of Osiris, or against fascist or Nazi regions or their collaborators which have not been designated as such by the Coalition Against the Ideology of Nazism, with the express permission of the Pharaoh, who is tasked with determining such classifications for the purpose of defense and defensive support.
(5) The Sekhmet Legion is barred from participating in an attack on any formal ally of Osiris. Participants in the Sekhmet Legion are barred from participating in an attack on any formal ally of Osiris on behalf of any other region or organization.
(6) The Sekhmet Legion is barred from participating in an attack on any raider region without the express permission of the Pharaoh. Under no circumstances will fascist or Nazi regions or their collaborators be considered raider regions.
(7) The Sekhmet Legion is barred from participating in an attack on any region with which Osiris maintains either in-game or forum embassies without the express permission of the Pharaoh.
The above directives are certified by the Pharaoh as binding on the Council of Viziers and all other executive institutions unless amended or rescinded by the Pharaoh.
