The Council of Scribes has passed the Covenant of Set. The text of this Covenant can be read below.

Covenant of Set
Preamble
In acknowledgment of our shared history, we, the Osiris Fraternal Order and The Brotherhood of Malice, henceforth referred to as "the signatories," enter into this covenant to formalize our commitment to mutually beneficial cooperation for the security, prosperity, and military strengthening of our regions.
Article I: Military Commitments
(1) The signatories will not engage in military hostilities against each other. Participation by the signatories on opposite sides of a military engagement that does not constitute an attack or support for an attack on either region will not be considered military hostilities against each other.
(2) At the request of a signatory and to the extent capable, the other signatory will provide defensive military assistance against aggression by foreign forces and will provide military support during times of regional emergency or Delegate transition.
(3) At the request of a signatory and as consistent with the other signatory's laws, policies, and military availability, the other signatory will provide support for military operations beyond defense or support of the signatory region.
Article II: Intelligence Commitments
(1) The signatories will not engage in any form of espionage, infiltration, or subversion against each other, or participate in any such endeavors undertaken by a third party.
(2) A signatory will provide information to the other signatory when such information is relevant to the security of the other signatory, unless the signatory in possession of such information reasonably believes that providing such information may violate applicable laws, or the terms of use of NationStates or any other offsite medium used by the signatories.
Article III: Diplomatic Commitments
(1) The Osiris Fraternal Order will recognize and support the players behind the nations of Venico and Valtarre as the left and right hands of The Overseer, the origin point of all legitimate power in The Brotherhood of Malice.
(2) The Brotherhood of Malice will recognize and support the Osiris Fraternal Order as only the legitimate government of Osiris.
(3) The signatories will maintain in-game embassies with each other.
(4) The signatories will endeavor to regularly cooperate in hosting, organizing, and participating in interregional activities.
Article IV: Procedures
(1) This covenant will take effect when it has been ratified according to the procedures for covenant ratification established by each signatory.
(2) For any amendment to take effect, it must be passed via the legal apparatus of both signatories.
(3) Either signatory may withdraw from the alliance established by this covenant after repealing the covenant according to the procedures the signatory has established for covenant repeal, and after notifying the other signatory via official communication medium(s) that the alliance has been terminated.
