This is an amendment to the Scroll of Horus and as such it will require a two-thirds vote to pass the Council of Scribes.
Citizens may vote Aye, Nay or Abstain.
A reminder that Guardians are not eligible to vote in the Council of Scribes on constitutional amendments, as Guardians vote on such amendments separately in the Council of Guardians.

I. Amendments to the Scroll of Horus

Confirmation and Recall Procedure
(1) Appointments of the Heir Apparent, Guardians, and Priests must be confirmed by the Council of Scribes.
(2) Any citizen may propose a recall of any individual holding an appointed position on the Council of Guardians, Council of Viziers, or Council of Priests, as well as the Pharaoh, Heir Apparent, Chief Scribe, and Deputy Scribe.
(3) A proposal to recall must pass by the following margins to successfully recall an individual holding the given position:
a. Priests, Viziers, Sub-Viziers, and the Deputy Scribe require an absolute majority.
b. Guardians, the Heir Apparent, and the Chief Scribe require a two-thirds majority.
c. The Pharaoh requires a three-quarters majority.
(4) Individuals may not vote on their own confirmation or recall.
(5) In the event the Pharaoh is recalled, the first person in the chain of succession willing and able to serve shall succeed them.The articles of the Scroll of Horus will be appropriately renumbered to reflect the above amendment.
