This is an amendment to the Scroll of Horus and as such it will require a two-thirds vote to pass the Council of Scribes.
Citizens may vote Aye, Nay or Abstain.
A reminder that Guardians are not eligible to vote in the Council of Scribes on constitutional amendments, as Guardians vote on such amendments separately in the Council of Guardians.

Emergency War Powers Act, by Wymondham and KyrusiaI. Definition and Purpose
(1) Recognizing the extraordinary circumstances of a state of conflict the Emergency War Powers Act seeks to entitle the Pharaoh with certain, extraordinary and limited authority in order to make effective the defense of Osiris against enemies, without or within, following a declaration of war as prescribed by Article I, Section 5 of the Scroll of Horus.
II. On Emergency War Powers
(1) Following a declaration of war that has received approval by the Council of Guardians, the Pharaoh may present themselves to the Council of Guardians with the intent to declare a regional state of emergency and invoke certain emergency powers in order to necessitate the defense of the Osiris Fraternal Order from enemies both without and within.
(2) Emergency war powers are herein described as the following:
(a) The power to suspend the Charter of Rights Act;
(b) The power to suspend the Procedural Rules of the Council of Priests Act;
(c) The power to suspend the following articles and sections of the Criminal Code of Osiris: Article II, Section 8; Article III, Section 7; Article IV, Section 6; as well as Articles VI and VIII;
(d) The power to suspend the Legislative Rules Act;
(e) The power to censure members of the Council of Scribes without reservation of Article VI, Section 6 of the Scroll of Horus or any other law which may seek to impose limitations of said censure;
(f) The power to suspend Article I, Section 7 of the Scroll of Horus, insofar as to invest the Pharaoh with the authority to impose revocations of citizenship, ejection, and/or banishment from Osiris, or any other measures deemed necessary to preserve the stability and security of Osiris without approval of the Council of Guardians;
(g) The power to promulgate and enact-by-decree any emergency legislation required to necessitate the continued security and stability of the Osiris Fraternal Order without respect or regard to the Council of Guardians or Council of Scribes for the duration of the regional state of emergency - the termination of which shall automatically invalidate any decree promulgated therein;
(h) And the power to suspend certain routine governmental activities and impose a Council of War in place of such, as well as the power to enact-by-decree in-Council thereof pursuant to Article II, Section 2, Clause (g) of this act.
(3) To initiate a regional state of emergency, the Pharaoh must present a detailed argumentation to the Council of Guardians, to include the specific emergency powers desired explicitly. The Pharaoh may seek to invoke emergency war powers, in whole or in part, as explicitly described by Article II, Section 2 of this act. The Pharaoh may not utilize any extraordinary powers listed herein if such were not initially presented, regardless of subsequent approval.
(4) Following presentation of detailed argumentation to the Council of Guardians, the Council of Guardians may resolve to "grant" or "deny" the Pharaoh's desire to initiate a regional state of emergency by a two-thirds majority vote. If the Council of Guardians resolves to "grant" said desire, the Osiris Fraternal Order and all assets thereof immediately enter a state of emergency. Failure to resolve to "grant" said request terminates any further actions regarding Article II of this act.
(5) A regional state of emergency may only last 90 days. The Pharaoh may seek to renew a regional state of emergency before its expiration, but must follow complete methodology and means as described by Article II this act. A regional state of emergency may not be renewed more than three times consecutively (270 consecutive days).
(6) A regional state of emergency may be terminated by the following means:
(a) The unilateral termination by the Pharaoh;
(b) A two-thirds majority vote of the Council of Guardians, or a two-thirds majority vote of the Council of Guardians-in-the-Council of War as applicable;
(c) A simple majority of all constituents of the Council of War as applicable;
(d) A simple majority of the Council of Scribes;
(e) Or a unanimous vote by the Council of Priests.
III. On the Council of War
(1) In the event a regional state of emergency has been declared in which Article II, Section 2, Clause (h) has been invoked, the Pharaoh must immediately and without delay establish the Council of War.
(2) The Council of War shall exist in a position to supersede the Council of Guardians, Council of Viziers, Council of Priests, and Council of Scribes during a regional state of emergency for the purposes of necessitating all actions required to maintain security and stability of the Osiris Fraternal Order.
(3) The Council of War shall consist of the following:
(a) The Pharaoh
(b) The Heir Apparent (if applicable)
(c) The Council of Guardians
(d) The head of the military of Osiris
(e) The Chief Scribe
(f) The Vizier of Foreign Affairs
(g) One (1) member of the Council of Priests
(h) Two (2) members of the Council of Scribes as appointed by the Chief Scribe
(i) The Forum/Discord Root Administrator for ease-of-accessibility, though lacking the authority to participate in matters stipulated by Article III, Sections 6 and 7 of this act (or any other prescribed by law) unless said Administrator is also a governmental officer and commands such authority ex officio per this act
(4) In the event an office required a seat upon the Council of War is unfilled, to the exclusion of the Heir Apparent, the Pharaoh may appoint an Advisor to the Pharaoh to fill said vacancy, but not the office itself, for the duration of the state of emergency. Such may occur only in the event such a vacancy exists.
(5) The Council of War shall supersede other institutions of the Osiris Fraternal Order until the termination of the regional state of emergency or the termination of the relevant state of war, whichever occurs first.
(6) In the event Clauses (a), (b), and (c) of Article II, Section 2 of this act are not invoked, while Clause (h) is, the Council of War shall function on simple majority as the supreme judiciary of the Osiris Fraternal Order until the termination of the regional state of emergency or the termination of the relevant state of war, whichever occurs first.
(7) Unless otherwise stipulated, the Council of War shall take-up the responsibilities of any and all institutions of the government of the Osiris Fraternal Order until the termination of the regional state of emergency or the termination of the relevant state of war, whichever occurs first.
(8) Neither this act nor any provision thereof shall be construed to wholly dissolve the government of the Osiris Fraternal Order in such a way that makes the termination of a state of emergency impossible as defined by Article II, Section 6 of this act. Such institutions persist in continuity for the purposes of terminating a state of emergency, extending such up to the maximum period permitted by Article II, Section 5 of this act, and to continue with routine governance following the end of a state of emergency as prescribed by law.
IV. Amendments to the Scroll of Horus
(1) The following shall be amended to Article I as Section 8 of the Scroll of Horus immediately upon the passing of this act, with subsequent sections re-ordered as necessary:IV. Amendments to the Regional traditions act and The Nobility and Honours Act(8) The Pharaoh may, subsequent to a declaration of war and with the two-thirds approval of the Council of Guardians, declare a regional state of emergency and be granted certain extraordinary powers as defined by the Emergency War Powers Act and subject to the limitations and procedures described therein.
